This may well be a newbie naïve question but anyway ....
Why is granted credit most often different (lower) than claimed credit? Who is the credit monitor and under what rules/guidance does (s)he operate.

It basically calculates granted credit based on the average claimed credit for the tasks you're running, which makes it very difficult to game the system.
