What are your settings for:

"Use at most x Gigabytes disk space"
"Leave at least x Gigabtes disk space free"
"Use at most x % of total disk space"

Ups, havn't noticed that. And yes, that's very probably the reason. BTW, cc_config.xml is optional, you don't need it.

well I don't know what I did except play around with settings in preferences and suddenly I am getting work downloading.

In BOINC Manager you have a tab called "Disk", there you can always see how much is "free, available to BOINC". That should not be less than 1GB, at least not with Rosetta, more is better of course.
