From the CPU Performance table:
Intel(R) Core(TM) i9-10850K CPU @ 3.60GHz [Family 6 Model 165 Stepping 5] 39 (computers) 20.82 (ave. cores/computer) 5.61 (GFLOPS/core) 116.81 (GFLOPS/computer)


The CPU in question has ten cores which can be hyperthreaded for a total core count of 20. I would not expect to see an average greater than 20.

If you look at the rest of the list you will see there are plenty of other systems with fractional Avg. cores/computer.
Some people may have an odd number of cores blocked to BOINC usage, so that would probably result in the odd fractional core/thread numbers.

Maybe a BOINC install had been moved from one machine to another with a different core count.
